Neuroethological investigations of mammalian and avian auditory systems have documented species-specific specializations for processing complex acoustic signals that could, if viewed in abstract terms, have an intriguing and striking relevance for human speech sound categorization and representation. Each species forms biologically relevant categories based on combinatorial analysis of information-bearing parameters within the complex input signal. The most frequent criticism of the target article is the lack of clear separability of human speech data relative to neuroethological data. A rationalization for this difference was sought in the tinkered nature of such new adaptations as human speech. Basic theoretical premises were defended, and new data were presented to support a claim that speakers maintain a low-noise relationship between F2 transition onset and offset frequencies for stops in pre-vocalic positions through articulatory choices. It remains a viable and testable (...) hypothesis that the phenomenon described by the locus equation is a functional adaptation of production mechanisms to processing preferences of the auditory system. Further research on the theological contributions of experts at Vatican Council II has led to identifying six texts by Prof. Joseph Ratzinger, which are presented here. The theological themes expressed in these texts include an insistence on the interior dynamics and questioning of human beings in conceiving the present-day "hearer of the word" to which Vatican II will speak. One is not surprised by the Professor's repeated call for doctrinal formulations drawn from the biblical and patristic sources instead (...) of borrowing from recent theological textbooks. The lecture of October 10, 1962, develops, among other topics, an impressive account of God's self-revelation, which has primacy over the codified witness given by Scripture and tradition, which derive from the one fons that is God's self-manifestation. On biblical inspiration the Council should not attempt a systematic account but simply make reference to essential aspects: those active as human authors, their context which is salvation history, and the communities that they served by writing. All missionary activity in the Church arises ultimately from God's love poured out upon the world in the missions of the Son and Spirit and such action has its summa in Jesus' inaugural proclamation, "Be converted and believe in the Gospel" . In approaching its dialogue with the contemporary world, the Church speaks out of a complex conviction combining awareness that hum. (shrink)

Background The ethical governance of Artificial Intelligence (AI) in health care and public health continues to be an urgent issue for attention in policy, research, and practice. In this paper we report on central themes related to challenges and strategies for promoting ethics in research involving AI in global health, arising from the Global Forum on Bioethics in Research (GFBR), held in Cape Town, South Africa in November 2022. Methods The GFBR is an annual meeting organized by the World Health (...) Organization and supported by the Wellcome Trust, the US National Institutes of Health, the UK Medical Research Council (MRC) and the South African MRC. The forum aims to bring together ethicists, researchers, policymakers, research ethics committee members and other actors to engage with challenges and opportunities specifically related to research ethics. In 2022 the focus of the GFBR was “Ethics of AI in Global Health Research”. The forum consisted of 6 case study presentations, 16 governance presentations, and a series of small group and large group discussions. A total of 87 participants attended the forum from 31 countries around the world, representing disciplines of bioethics, AI, health policy, health professional practice, research funding, and bioinformatics. In this paper, we highlight central insights arising from GFBR 2022. Results We describe the significance of four thematic insights arising from the forum: (1) Appropriateness of building AI, (2) Transferability of AI systems, (3) Accountability for AI decision-making and outcomes, and (4) Individual consent. We then describe eight recommendations for governance leaders to enhance the ethical governance of AI in global health research, addressing issues such as AI impact assessments, environmental values, and fair partnerships. Conclusions The 2022 Global Forum on Bioethics in Research illustrated several innovations in ethical governance of AI for global health research, as well as several areas in need of urgent attention internationally. This summary is intended to inform international and domestic efforts to strengthen research ethics and support the evolution of governance leadership to meet the demands of AI in global health research. In two suras of the Quran a dialogue between Pharaoh and his council members is recorded after Moses performed miracles before them. The account in Q 7 is textually problematic, the version of Q 26 is smooth. After a brief survey of possible pre-Islamic precedents for the dialogue, this note explores the two nearly identical yet contradictory intraquranic parallels and the relationship between them, and surveys the harmonizing approaches of the classical exegetes as well as the critical attitudes of (...) modern scholars to the issue. Finally, the textual dynamic that caused the passage in Q 7 to change is reconstructed. An appendix examines the other minute differences between the two passages. (shrink)

In the Conciliar Declaration Nostra Aetate as well as in many subsequent Church documents, Catholic as well as Protestant, Rom 11:29 is cited as a key text for understanding Jewish-Christian relations. This article looks at the history of the interpretation of this verse, giving examples from the patristic, medieval, and reformation periods as well as from more recent exegesis. A new approach began essentially with Karl Barth during the fateful years 193-3.1942 and bore fruit in Nostra Aetate and subsequent Church (...) pronouncements, especially the Pontifical Biblical Commission's 2001 document The Jewish People and Their Sacred Scriptures in the Christian Bible. The complex and delicate interplay between historical developments, theology, exegesis, and Church teachings is particularly evident in this case. Careful interpretation of our verse answers some questions, but seems to leave others wide open. (shrink)

The Australian Royal Commission into Institutional Responses to Child Sexual Abuse not only challenges the church's governance. This article examines the history of the National Council of Churches, Singapore. In particular it considers the ways in which the role and nature of ecumenical engagement in Singapore transformed as the impetus for ecclesial unity, social and political engagement shifted from a project and concern of foreign missionaries to that of Singaporean church leaders. Further, it examines the ecclesial, social and political implications as ecumenical activity becomes grounded in a non-western setting.

Responsible innovation is gathering momentum as an academic and policy debate linking science and society. Advocates of RI in research policy argue that scientific research should be opened up at an early stage so that many actors and issues can steer innovation trajectories. If this is done, they suggest, new technologies will be more responsible in different ways, better aligned with what society wants, and mistakes of the past will be avoided. This paper analyses the dynamics of RI in policy (...) and practice and makes recommendations for future development. More specifically, we draw on the theory of ‘trading zones’ developed by Peter Galison and use it to analyse two related processes: the development and inclusion of RI in research policy at the UK’s Engineering and Physical Sciences Research Council ; the implementation of RI in relation to the Stratospheric Particle Injection for Climate Engineering project. Our analysis reveals an RI trading zone comprised of three quasi-autonomous traditions of the research domain – applied science, social science and research policy. It also shows how language and expertise are linking and coordinating these traditions in ways shaped by local conditions and the wider context of research. Building on such insights, we argue that a sensible goal for RI policy and practice at this stage is better local coordination of those involved and we suggest ways how this might be achieved. Christian Brugger concludes that the canons of the Council of Trent, given the beliefs and intentions of its participants, provide “a dogmatic definition of the absolute indissolubility of marriage as a truth of divine revelation” (original italics). The present concern is whether Brugger’s arguments support this conclusion. Also subject to scrutiny are the relevance, plausibility, and consistency of the conciliar thinking on which his arguments are premised. Roch Kereszty long enjoyed thinking about how, and how much, we can discover the truth about Jesus of Nazareth through historical research into his earthly life. Fr. Roch also often enjoyed indicating that at least part of the answer is that research about a human being can never be content with descriptions (...) of any number of empirical facts or ideas from that person's life. The true goal of one who writes or reads about the life of another is insight into the meaning of that person's life. Such insight is possible some extent while the person's life is ongoing, but it calls for a more decisive kind of assessment after the person's death. The meaning of a life also cannot truly reveal itself when viewed through the lens of an inadequate philosophy or theology. Indeed, Fr. Roch tended to think that philosophy itself is adequate to show that any quest to understand another human being cries out to be structured by love, or at least some form of empathy: I can truly understand another only in my proportion to my ability to discover communion or affinity with that person, to find in him or her another self who is in some deep way similar to my own self.1 [End Page 781] Although Fr. Roch elaborated such ideas to guide historians seeking to write a "biography" of Jesus, and although they make great demands of many kinds, it nevertheless seems fitting to consider them when beginning to memorialize Fr. Roch himself.Last December, God granted Fr. Roch the gift of a passage from this life that was surrounded by the love of many people who had known him on earth. Among them were many who had known him through his theological writings and had found them to offer a special combination of intellectual vigor and personal relevance. It is a blessing now to be able to offer a short memorial for the benefit of his sympathetic readers of the past and the future. Attempting to explain the golden thread that unites his many books and articles seems unreasonable; the writings themselves remain their own best explanation. Such an approach could also perhaps suggest that we are most loved in our productivity rather than in the ways we are dependent on God and others. For both of these reasons, one good way to serve love and communion with a theologian of interest would be to portray him in some of the ways that he himself was loved, fathered forth and shaped, by the One from whom all fatherhood is named. In this essay, then, I offer a simple and very fragmented portrait of the sources of a theologian, the fontes theologi: the different ways that God fathered in Roch Kereszty a theological writer who was a blessing to people who read periodicals such as this one. The Second Vatican Council called for a fundamental renewal of Catholic theological ethics. That project, however, has not been realized primarily because of the strong defence of a normative, act-centred understanding of morality defended by Pope Paul VI and his successor, Pope John Paul II. Reframing Theological Ethics aims to overcome that impasse by arguing for a change in the method of ethical reasoning, emphasizing the replacement of the norm of natural law with that of the human person, integrally (...) and adequately considered, and elaborating an innovative theory of virtue. The paradigm of complementary virtues presented in this book is developed for the first time and allows the ethicist to flesh out the meaning and contours of the ends or goals of ethical living and decision-making. When it comes to dealing with population growth, there are a number of misconceptions about the position of the Catholic Church. Official teaching during the twentieth century gradually moved toward the acceptance of limiting family size and endorsed the concept of responsible parenthood during the Second Vatican Council. One cannot, therefore, justifiably claim that the church is against birth control. It is an entirely different matter, however, when it comes to the practical question about how a couple might go (...) about regulating fertility. Since the publication of Pope Paul VI's 1968 encyclical, an intense controversy has taken place within the church about the use of artificial contraception. Behind that controversy lies an important methodological issue. For, the traditional teaching to which Paul VI returned in his letter was based upon the presumption that it is possible to morally judge a physical, material act without any consideration of the persons who performed that act, the circumstances within which it took place, or the reasons why the act was chosen. This behavioural approach to morality stands in some contrast to the way that other moral questions are dealt with. Inflicting pain or even taking a person's life, for instance, can be justified for a good reason when one acts in a virtuous manner to instil discipline or safeguard justice. Until this methodological controversy is addressed, the problem of using artificial means to regulate fertility will not be resolved. A helpful key for solving the methodological ambiguities is to use moral language in a consistent and understandable manner. (shrink)

FINS:First, let me thank you and the Pellegrino Center for the honor of giving the John Harvey Collins Lecture in such an interactive manner. The forefront of neurological care—and the neuroethical issues and methods focal to such practice—wasn’t what I initially intended to do professionally, but I think that therein is a good lesson for young people’s career aspirations. Simply put, one doesn’t always know where they’ll end up at the beginning of the journey, and as Kierkegaard said, life is lived forward, but is understood backwards (Kierkegaard 1843).In the nineties and the early 2000s, I was trying to help improve the quality of care of people at the end of life, and I wrote a book, entitled The Palliative Ethic of Care: Clinical Wisdom at Life’s End (Fins 2006), in which I addressed notions of phronesis—practical wisdom—in integrating theory and practice toward improving how people die. I became interested in the Quinlan case (Quinlan 1976), and the right to die, and around the same time, I ran into a colleague of mine at Cornell: Dr. Nicholas D. Schiff. Dr. Schiff is a neurologist, who was a protégé of Fred Plum, who was the originator of the concept of the vegetative state with Bryan Jennett, back in 1972. Fred was both of our teachers here at Cornell. Niko (Dr. Schiff) was interested in patients with disorders of consciousness, and was beginning to envision doing work—that ultimately, we did—using deep brain stimulation (DBS) to try to treat patients in the minimally conscious state, a category that was subsequently codified in 2002.I realized that a whole population of people—with these disorders of consciousness—had been somewhat marginalized, and their neglect essentially devolves back to the considerations of the right to die. The right to die was established in the Quinlan case because Judge Hughes—the presiding chief judge of the New Jersey Supreme Court—talked about Ms. Quinlan’s loss of a cognitive, sapient state as being the moral warrant for her right to die, given the fact that it was viewed as a futile situation. When I read Chris Rose’s column (he’s my favorite columnist in the whole world) it brought to mind my mother’s two dining room chairs that had been around as long as I can remember. I had them restored in about 1976 by Senior Citizens in classes of the “Peoples Program” sponsored by the nuns on Mirabean Ave. The wood was polished and varnished with a light brown stain and the seats were re-caned. I was born in 1920 so the chairs could be 75 years old. Anyway I can imagine you will have many interesting subjects to choose from but I’m submitting mine hoping I’ll be one of the very fortunate ones selected.I am terrible at drawing but will give you as complete a description as I can.I loved those chairs and enjoyed them for extra seating on holidays and at parties and they were conversation pieces.Alice Delaney[End Page 2] Click for larger view View full resolutionThere are so many “washed away” treasures, that the memorialization of even just one will be everlastingly meaningful to the community.I am submitting photographs of porcelain dolls, which I had crafted prior to the disaster. The dolls shown were created from commercial molds and were ready to go to a “new home.” Needless to say these dolls were submerged under water for at least two weeks. I call them my “children of the flood” but have not had the courage to disassemble them. I was able to rescue some doll parts and am in the process of cleaning, sorting and sanitizing them for future assembly.If I am ever able to get back to my very rewarding hobby, which was helpful in supplementing my retirement income, I will have to replace my electronic kiln and most of my doll making supplies. Many of the molds that were destroyed are no longer available. However, I will keep the memories dear, I have been fortunate enough to replace my sewing machines and some of the fabric used for clothing and doll... (shrink)

Parkinson, Joseph In September 2010, Western Australia's Legislative Council, the Upper House of that State's Parliament, voted down a Private Member's Bill to introduce voluntary euthanasia by a margin of 24 votes to 11. This article reviews the general context and content of the Bill and the public debate on euthanasia before offering more focused analysis.

The one sphere of life where a claimed right to privacy is most sympathetically received is in the inner realm of the mind. I will look briefly at Joseph Tussman’s claim that a government is not only entitled but morally required to be concerned with and involved in the minds of the nation’s citizens. I then further explore reasons why the realm of the mind matters not only morally but politically. There are consequentialist reasons, but more interestingly there are (...) non-consequentialist reasons on the basis of which I introduce the concept of “authentic social justice.” In particular, there are relevant insights to be gainedby reflecting on forms of oppression that are subtle but serious in nature, forms that involve neither violence nor the use of law. On 26 July 1240 Walter de Cantilupe, bishop of Worcester , held a diocesan synod in his cathedral church, where he issued a set of synodal statutes regulating the life and pastoral activities of his diocesan clergy. In calling this synod, Walter put himself in the company of many other prelates who sought to enact statutes in keeping with the reforming spirit of the Fourth Lateran Council of 1215. His statutes are comparable to those produced in many other dioceses (...) during the first decades of the thirteenth century. In one respect, however, Walter pursued an innovative path which he shared with a small group of contemporary English bishops during the 1230s and 1240s. These prelates, recognizing both the limitations of public assemblies and the potential for educating their clerics by means of written texts, supplemented their diocesan statutes with brief treatises designed to explain in more detail certain aspects of pastoral care. Alexander of Stavensby was probably the first to append such tracts; one treatise on confession and another on the seven deadly sins were circulated with his synodal statutes. (shrink)

LevineWhen Edward Gibbon decided to banish primary causes from the Decline and Fall and integrate secular and ecclesiastical history, he was completing a revolution that had begun unwittingly two centuries before. 1 To bring into his narrative of empire a consideration of the “Johannine comma” (the interpolation in 1 John 5:7–8) was not perhaps either digressive or inevitable; but it (...) would certainly have surprised and dismayed some of Gibbon’s immediate predecessors, such as the Catholic Frenchmen, Bossuet and Tillemont, each of whom had written about his subject and exercised an important effect on him at different times in his life; and it would have seemed even more incomprehensible to earlier generations. 2 Something had happened in the two centuries between Erasmus and Gibbon to make this new vantage point possible and congenial.It was, I think, nothing less than a victory for the idea of history. At the beginning of the sixteenth century theology still ruled as queen of the sciences and the claims of religion were largely justified by an appeal to reason and authority, that is, to Aristotelian logic and the dictates of the Church. By the end of the eighteenth century theology had become dependent on history, and religion was now justified by an appeal to “matter of fact.” 3 Even such mysteries as the doctrine of the Trinity, which had eluded the reason of St. Thomas and the schoolmen and had remained dependent on the dictates of Church Councils from Chalcedon to Trent, had come now to depend in some fashion on the [End Page 573] evidence of Scripture considered as history. At the same time the removal of final causes from the narrative of human events threatened to leave it—with every other Christian doctrine and event—to the arbitrament of ordinary scholarship. Gibbon brings us to the edge of religious modernity, and the history of the comma exactly spans the period of that development. It was Erasmus, however, as Gibbon himself suspected, who had first set some of the key problems, which he and his enlightened friends believed they had solved.For Erasmus the decision to edit the Greek New Testament was the result of an early commitment to Renaissance humanism and a response in particular to several lively currents in the contemporary intellectual scene. On the one hand Erasmus, encouraged perhaps by his new friend John Colet, began to think of the Bible principally as a record of history rather than as an arsenal of theological texts, above all as the story of Christ on earth—Christ as the supreme exemplar to be followed and imitated. Apparently, he had been well prepared for this by his acquaintance with the Brothers of the Common Life, and by a characteristic humanist distaste for logic and metaphysics—and a preference for rhetoric and history—which he displayed in all his early writing. 4 It seems to have been Colet’s Lectures on the New Testament that encouraged his view that Paul and the apostles, if not Christ himself, were best understood in their historical setting and that their message was primarily ethical. 5 In effect the churchman, Colet, and the wandering monk, Erasmus, wanted to place Christian responsibility back in the hands of the laity, in the conscience and behavior of the Christian believer, rather than in what they took to be the mechanical observances of Church ritual. This required that the Bible be placed at the very center of worship, in the hands of every man (and woman), accessible and intelligible as the Vulgate was not, and read in the first place for its story. The arts of rule cover the exercise of power by princes and popular sovereigns, but they range beyond the domain of government itself, extending to civil associations, political parties, and religious institutions. Making full use of political philosophy from a range of backgrounds, this festschrift for Harvey Mansfield recognizes that although the arts of rule are comprehensive, the best government is a limited one.

The article elaborates the notion of darśana from the point of view of some prominent contemporary Indian academic philosophers. After dealing with the two major misconceptions on the concept of darśana, it proposes an alternative approach towards darśana.

Bad faith is commonly conceived as lying to oneself or self-deception. This folk definition is too simplistic as it undermines the rich ontological underpinnings of bad faith. While both simple self-deception and bad faith are opposed to the general phenomenon of lying (to others), for Sartre bad faith is also meant to explain both the working of consciousness and the ubiquity of pre-judicative nothingness. Together, consciousness and nothingness supply the special ontological foundation required for bad faith to operate. To enter (...) into bad faith is to escape from the anguish of the experience of insubstantiality and freedom into deterministic attitudes about the self, such as the deceiver/deceived bipolarity of Freudian psychoanalysis. Sartre rejects the thesis that there can be hidden motivations in consciousness by arguing for the reflexivity and the translucency of consciousness. Further, he would take the ubiquity of nothingness to explain the wide prevalence of bad faith as a state-of-being in the world. Bad faith cannot be equated with simple cases of self-deception as bad faith is sustained by a unique mix of ontological postulates. Sartre argues for this point cogently through his examples of bad faith in Being and Nothingness. In these examples, Sartre shows that sincerity, the purported anti-thesis of self-deception, causes one to fall even deeper into bad faith. (shrink)

The utilitarian construct of two alternative criteria of human death increases the supply of transplantable organs at the end of life. Neither the neurological criterion (heart-beating donation) nor the circulatory criterion (non-heart-beating donation) is grounded in scientific evidence but based on philosophical reasoning. A utilitarian death definition can have unintended consequences for dying Muslim patients: (1) the expedited process of determining death for retrieval of transplantable organs can lead to diagnostic errors, (2) the equivalence of brain death with human death (...) may be incorrect, and (3) end-of-life religious values and traditional rituals may be sacrificed. Therefore, it is imperative to reevaluate the two different types and criteria of death introduced by the Resolution (Fatwa) of the Council of Islamic Jurisprudence on Resuscitation Apparatus in 1986. Although we recognize that this Fatwa was based on best scientific evidence available at that time, more recent evidence shows that it rests on outdated knowledge and understanding of the phenomenon of human death. We recommend redefining death in Islam to reaffirm the singularity of this biological phenomenon as revealed in the Quran 14 centuries ago. (shrink)

Here I should like to reflect on apparent symptoms of ill health in Christian theology and ask if Buddhist wisdom can help us formulate a diagnosis and (...) bring the issues into perspective in a healing way. I shall take as my guiding thread an idea familiar to readers of this journal, namely, that Christian theology has suffered from a delusive clinging to substance and identity, and that the Buddhist teachings of dependent co-arising, emptiness, and non-self may provide an antidote.Biblical and Christian traditions are rich in resources for a critique of substantialist conceptions of God and self. The God of the Bible is constantly shattering the fixated, idolatrous images his worshippers form of him, and the Johannine language of God as Spirit, light, love, locates God in a dynamic realm of communal contemplation from which it would be difficult to distill a well-defined divine substance suited to metaphysical analysis. As for self, Paul, and later Luther, present the Christian self as an existential and relational event, not a substantial self-contained soul.What of Christian theology as shaped from Greek metaphysics? Is it irredeemably substantialist, prey to naive reification and objectification? The definition of God as ipsum esse subsistens("being itself subsisting") sufficiently eludes objectification to include the Plotinian sense of God as "beyond being." The idea adopted from Aristotle that "the soul [as knower] is in a manner all things" suggests that metaphysical theology also developed a nonobjectifying conception of human being. The Christological debates of the early Christian centuries rely of necessity on substance language, yet in placing that terminology at the service of a revealed mystery beyond the grasp of language or thought, they introduce a ferment of paradox into the play of concepts and make of it a dance of traces, following the contours of a reality that cannot be brought under substantialist rubrics.Some might see the brilliant relational fireworks of Thomist trinitarian speculation as deconstructing logocentric images of divinity. However, the Trinity in itself is probably best seen as an abstract remainder concept, postulated as a dim background of the revealed phenomenon of Father, Jesus Christ, and Spirit, so that to spin stories of theories about it is futile, a form of misplaced concreteness. Robert Magliola finds [End Page 163] Nagarjunian resonances in the trinitarian logic of the Council of Florence, notably in the decree it addressed to the Copts in 1442 (Magliola, 85-89). The Copts were given an extra dose of the logic that had caused profound unease among the Greek delegates three years earlier (see Gill, 227-232; 325). How much of this later logic did the Latins read back into the patristic texts they cited? Though unbeatable in the fifteenth century, how convincing is it today? Theology has to face the hermeneutical task, and an ongoing one, of assessing the status and function of this trinitarian logic and referring it back to the biblical basis.The desubstantializing tendencies just noted can be drawn on in a contemporary "overcoming of metaphysics" in theology. But the mainstream of the tradition invested massively in substance and identity. It was by strong affirmations of substantial identity that Christianity made its way in the world. Dogma determined the identities of Father, Son, and Spirit as consubstantial hypostases of the one God, the identity of Jesus Christ as true God and true man united in one hypostasis, the real presence of Christ in the Eucharist, the unity, sufficiency, infallibility of the Church and its Scriptures, the continuity of the episcopal and papal ministries as transmitted from the apostles. The substantiality of what was proclaimed was matched by the total conviction of the faith that proclaimed it. The rise of neurotechnologies, especially in combination with artificial intelligence (AI)-based methods for brain data analytics, has given rise to concerns around the protection of mental privacy, mental integrity and cognitive liberty – often framed as “neurorights” in ethical, legal, and policy discussions. Several states are now looking at including neurorights into their constitutional legal frameworks, and international institutions and organizations, such as UNESCO and the Council of Europe, are taking an active interest in developing international policy and governance (...) guidelines on this issue. However, in many discussions of neurorights the philosophical assumptions, ethical frames of reference and legal interpretation are either not made explicit or conflict with each other. The aim of this multidisciplinary work is to provide conceptual, ethical, and legal foundations that allow for facilitating a common minimalist conceptual understanding of mental privacy, mental integrity, and cognitive liberty to facilitate scholarly, legal, and policy discussions.
